help you fix your problem I suggest embedding the files you need in the assembly with build action "Embedded resource". That way you don't have to rely on Nuget to install them. Instead, upon first usage, you can read them from the assembly and copy them into the file system or directly consume them. Here is how to read an embedded file from the assembly and copy it into the file system:

        var key = GetResourceKey(assembly, resourceName);
        using (Stream stream = assembly.GetManifestResourceStream(key))

From my experience you can do this only with install.ps1. Modify these files tags - add a Always child

To fix this issue The contentFiles feature is supported only when using the PackageReference "style" of referencing NuGet packages. It does not work for projects using packages.config (not that there is no migration path at the time of writing other than uninstalling all packages, changing the type and installing all of them again).
See NuGet's blog post "NuGet is now fully integrated into MSBuild", especially the section "What about other project types that are not .NET Core?" for instructions on how to set the preferred way of referencing NuGet packages.

To fix this issue It is possible to copy files without the .nuspec file, if you create your nuget from the .csproj file as described here.
And to copy files from nuget to output directory, create a ProjectName.targets file with the following content:

To fix this issue The libmediainfo.dll is one assembly, so it can be packed into lib folder. But libmediainfo.so is just simple file, it should be packed into content/contentFiles folder. So you should remove the lib\$(TargetFramework) line in second script.
