I think the issue was by ths following , If running it as a script, your script output will show the date in whatever your default nls_date_format is. You can change it on the fly for the session:
Try running as a script:

To fix the issue you can do I have a start datetime and an end datetime, and I would like to create a datetime vector that runs within this range at 1-second intervals. I would also like to create a second column in MM:SS format that counts up in time from 00:00 onwards. , Here is my lubridate solution:

I wish did fix the issue. I figured my problem out - posting my answer, maybe it will help someone else.
My "medley" object was not retrieved directly from the database here. It was retrieved by a job that then posted this medley object as JSON to this method here that outputs the date. While I still don't understand the odd date/time behavior, at least now I know the fix.
