              <Setter Property="Template">
                  <Setter.Value>
                      <ControlTemplate TargetType="{x:Type localui:MyControl}">
                            <Button Style="{StaticResource narrowButton}">...</Button>
                      </ControlTemplate>

Does that help You are not using Style BasedOn property correctly. All it does is indicate that one style 'extends' another, i.e. it copies all its setter values. (Note, your example will also fail because you are trying to base on style on another where the TargetTypes are not compatible) It does not indicate that a style is applied when one element is nested inside another.
Unfortunately Silverlight does not have the feature you require, you cannot style based on element location within the visual tree. You are going to have to style each TextBlock explicitly.

will be helpful for those in need In Windows Phone 8.1 when you create a Templated Control (Custom control) a file is automatically created called Generic.xaml under Themes folder. Your style should be added in Generic.xaml like this.
code :
<Style TargetType="local:CustomListBox">
    <Setter Property="Background" Value="Red"/>
    <Setter Property="ItemsPanel">
        <Setter.Value>
            <ItemsPanelTemplate>
                <StackPanel Orientation="Horizontal" HorizontalAlignment="Center"/>
            </ItemsPanelTemplate>
        </Setter.Value>
    </Setter>
</Style>
this.DefaultStyleKey = typeof(CustomListBox);

I wish this help you Try the encapsulation method add this encapsulation: ViewEncapsulation.None to your decorator :
Example :
code :
@Component({
  selector: 'my-custom-input',
  templateUrl: 'src/my-custom-input.component.html',
  styleUrls:['src/my-custom-input.component.css'],
  encapsulation: ViewEncapsulation.None
})

Hope that helps If you don't want to define a default Style, you may handle the Loaded event in your control class and set the Template property in the event handler.
code :
public UnitTextBox() : base()
{
    this.Loaded += UnitTextBox_Loaded;
}

private void UnitTextBox_Loaded(object sender, RoutedEventArgs e)
{
    var res = this.FindResource("UnitTextBoxTemplate");
    this.Template = res as ControlTemplate;
}
