first, keep your commands in thier own static class, this promotes reuse,etc....

around this issue I used dijit/MenuItem in a popup menu for the JS Canvas object. When user right click the Canvas, I want to show the menu and disable some items based on the location that user selected. Hence, I code in the onmousedonw event of the Canvas to disable the item. , Instead of using the property disabled, use the set method instead:

To fix the issue you can do I suspect you haven't set CommandBinding for ApplicationCommands.Close.
In case CommandBinding could not be found, command will always return false from CanExecute method. So, to enable command you have to:

To fix this issue I can think of two ways to do this:
1) If you don't mind code behind (I try to avoid it with WPF) you could just create an event handler for IsEnabledChanged that checks if the IsEnabled Property was set to false. If it was you could then do something like
