With these it helps When you write col_nums += rows[col] you're trying to add an int onto a list. That's a type mismatch. Try one of these alternatives.
code :
for rows in board:
    col_nums.append(rows[col])
for rows in board:
    col_nums += [rows[col]]
col_nums.extend(rows[col] for rows in board)
col_nums = [rows[col] for rows in board]

I hope this helps you . Seems, that one file contains only 1 number. Then tolist returns only a single float. A workaround is to use reshape:

biglist = []
for files in glob.glob(os.path.join(path, '*.txt')):
    sublist = numpy.loadtxt(files).reshape(-1).tolist()
    biglist.extend(sublist)
return big_matrix

it helps some times the problem is that you're given bar individuals foo instead of a list of foos, a well placed print reveal the problem
