it should still fix some issue If you directly use the App Engine URLfetch API, you can adjust the timeout for your request. The default is 5 seconds, and it can be increased to 10 seconds for normal handlers, or to 10 minutes for fetches within task queue tasks or cron jobs.
If the external API is going to take more than 10 seconds to respond, probably your best bet would be to have your email handler fire off a task that calls the API with a very high timeout set (although almost certainly it would be better to fix your "pretty bad encoding problems"; how bad can encoding binary data to POST be?)

hop of those help? Turns out that Chrome is just awesome and IE is not (surprise!). Here's what I am pretty sure happened:
On the ajax call, since no timeout was set, Chrome let the timeout default to 0 i.e. never timeout.

I wish this helpful for you The http server might not be listening. Since you did a telnet example.com 80, and it didn't connect then there is your problem.

I hope this helps you . I get the solution in matter of detecting the situation when it happens.
The key information can be found in PHP-FPM log (deducted that by the fact that restarting PHP-FPM and not Apache2 was solving the problem, due to a probable PHP-FPM thread appended).

With these it helps When making secure HTTP requests from Compute Engine to App Engine app, you have to make use of a user authorization flow [1], because you want users in GAE app to grant access to requests coming from GCE. The App Engine Users API works just for apps running on App Engine platform. I assume yours runs on a GCE instance.
HTTP requests coming from other GCP services such as GCE in this case need to be routed directly, where the URL includes the name or ID of a resource [2].
