This might help you RESOLVED: I used apache library to send multipart request. It produced header:
code :
Content-Type: multipart/form-data; boundary=tYhL_Uv6shSE9A9DHwvtJvXb0NPSLNMsdg; charset=UTF-8
Content-Type: multipart/form-data; boundary=tYhL_Uv6shSE9A9DHwvtJvXb0NPSLNMsdg

this one helps. If the post size exceeds the allowed maximum, the $_POST superglobal array will be empty.
So you have to check if file upload suceeds be checking the $_FILES array or checking the $_POST array.

I wish this helpful for you Because multipart/form-data is in a totally different format. You supplied the application/x-www-form-urlencoded format in both cases.

Does that help You just need to move your file stuff inside your if statement, and change $_POST['filebutton'] to $_FILES['filebutton']
Whenever you do a file upload, the files get populated in the $_FILES global variable, and the other fields get populated in the $_POST global variable.
code :
$uploaddir = "/var/www/img/pictures/";
if (isset($_FILES['filebutton'])) {
    $uploadfile = $uploaddir . basename($_FILES['filebutton']['name']);
    move_uploaded_file($_FILES['filebutton']['tmp_name'], $uploadfile);
    $pictureUpdate = ", PICTURE_FILEPATH = '" . $_FILES['filebutton'] . "'";
} else {
    $pictureUpdate = "";
$connection = mysqli_connect("","xxxx","xxxx","xxxx") or die("Caonnot connect to database.");
$update = "UPDATE table SET COLUMN1='" . $_POST['text1'] . "', COLUMN2='" . $_POST['text2'] . "' . $pictureUpdate . " where COLUMN3 = " . $_POST['text1'] . " ";
$update_sql = mysqli_query($connection, $update) or die("Cannot connect to mysql table. ". $update);
header("Location: " . $_SERVER['REQUEST_URL'] . "?success=1");
<form name="myForm" METHOD="POST" ACTION="" enctype="multipart/form-data">
  <input type="text" name="text1" id="text1">
  <input type="text" name="text2" id="text2">
  <input type="file" name="filebutton" id="filebutton">
  <input type="submit" name="submit" id="submit">
<xmp><?php if ($_SERVER['REQUEST_METHOD'] === 'POST') { var_dump($_FILES, $_POST); } ?></xmp>
array(1) {
  array(5) {
    string(21) "scanParser.properties"
    string(24) "application/octet-stream"
    string(14) "/tmp/phpRm1Ytp"
array(3) {
  string(1) "1"
  string(1) "2"
  string(6) "Submit"

Hope this helps After i contacted Firefox support, I seem to be a known issue with Firefox > v60.0 Forms. Firefox form Issues So my best option for now was to move all text above file. Eg:
code :
<form method="POST" enctype="multipart/form-data">
    <input type="text" name="name1" value="name1"/>
    <input type="text" name="name2" value="name2"/>
    <input type="text" name="name3" value="name3"/>
    <input type="text" name="name4" value="name4"/>

    <input type="file" name="file" value=""/>

    <button type="submit">Submit</button>
